The What Works Plus Funder Collaborative: A Review of Accomplishments and Impact
Freedman Consulting launched the What Works Plus (WW+) funder collaborative in 2022 to help philanthropy coordinate its support for implementation of the Bipartisan Infrastructure Law, the Inflation Reduction Act, and the CHIPS and Science Act. In June 2025, we wound down WW+, a decision that reflects our firm’s commitment to being nimble and responsive to the evolving landscape.
Reflecting on the team’s effort and learnings, the report below documents the evolution of the federal implementation field in recent years, shares lessons for future efforts, and highlights WW+’s major activities and achievements.
